This study presents the development of PULSE (Performance Unified Linking System & Evaluation), an internal performance governance innovation designed to enhance KPI documentation, validation, monitoring, and reporting processes at Politeknik Besut Terengganu. Before the implementation of PULSE, KPI evidence submission was managed manually through Google Sites and personal cloud storage, resulting in fragmented data management, inconsistent documentation practices, limited auditability, and reduced strategic visibility for institutional leaders. PULSE was developed to address these limitations by introducing a centralized, secure, and structured performance management system aligned with the verification requirements of Sistem PERSIST V2.0, the national KPI validation framework under JPPKK. Functioning as both a performance management model and a digitally supported system, PULSE integrates institutional, unit, and individual KPIs within a unified governance framework. Its key features include role-based access control, automated email reminders, a structured document validation workflow, year-based KPI archiving, an integrated audit trail to ensure accountability, and a real-time dashboard for continuous institutional performance monitoring. Using an Input–Process–Output–Impact approach, PULSE transforms conventional KPI reporting into a data-driven performance governance ecosystem that enables early identification of performance gaps, strengthens transparency, and supports timely strategic decision-making. Findings from the implementation indicate that PULSE significantly improves KPI tracking efficiency, enhances governance practices, and promotes a stronger culture of accountability across the institution. Future enhancements to PULSE include the integration of an AI Insight Module for KPI risk prediction and performance trend analysis, as well as gamification features aimed at improving user engagement and sustained participation. Overall, PULSE represents a scalable, replicable, and cost-effective performance governance innovation that repositions KPI management from a routine administrative task into a strategic enabler for sustainable institutional excellence.
